A proposal to replace the former Kaiser medical building near Potomac Mills with 130 condominiums won a unanimous recommendation of approval from the Prince William County Planning Commission on Sept. 9. The Board of County Supervisors has the final say, and the county anticipates the case will go before it at its Nov. 17 meeting.
The project, called Potomac Lofts, would redevelop the site at 14139 Potomac Mills Road, on the northeast corner of Potomac Mills Road and Opitz Boulevard in Woodbridge. The applicant is asking the county to rezone the 5.76-acre site from B-1, General Business, to MXD-U, Mixed Use-Urban (case REZ2025-00030). The property is owned by Five Oaks Properties LLC.
Planning Commission action
Eight commissioners voted yes and none opposed, according to the commission’s resolution. The commission recommended approval subject to the developer’s proffers dated July 30, the written commitments that come with a rezoning. It added a recommendation that the applicant work with the Lake Ridge-Occoquan-Coles Civic Association/PELT Committee (LOCCA/PELT) to address resident feedback before the Board hearing. The developer has since filed revised proffers, which include a commitment to offer LOCCA/PELT a courtesy review of the project’s design during final site plan review.
What’s planned
The plans call for four-story “two-over-two” condominiums, stacked units with one home above another, capped at 60 feet in height. The developer has also committed to sidewalk improvements along Potomac Mills Road, bike racks and a bus shelter.
Twelve of the 130 units would be priced as affordable housing under the revised proffers: two for households earning up to 60 percent of the area median income, five up to 80 percent and five up to 120 percent. A county spokesperson said the applicant has corrected the per-unit rate used to calculate its parks contribution.
Fitting the Potomac Mills vision
The county’s Comprehensive Plan designates the site for mixed use, and its targets for the area call for buildings of six to 12 stories. Potomac Lofts would be four stories and entirely residential, with no commercial or civic space. County staff found it consistent with the plan.
Schools and waivers
The assigned elementary school, Jenkins, is projected to be at 116.5 percent of capacity by the 2029–30 school year once students from the project are counted, according to a July 2025 school division estimate. The developer’s proffers include no contribution for schools. Staff listed elementary school capacity as a weakness but still found the project consistent with the county’s plans.
The applicant is also asking for waivers from county design standards. Staff did not support reductions to the northern, eastern and southern landscape buffers. The Board may approve or deny each waiver in whole or in part.
What’s next
The county anticipates the Board of County Supervisors will consider the case at its Nov. 17 meeting, which is on the Board’s 2026 calendar. The agenda is not yet posted. An updated staff report will be posted with it the Monday of the week before the meeting, so details in this story could change. The Planning Commission’s recommendation is not binding. The commission will vote on its brief and resolution for the case at its Oct. 14 meeting, after which they will be posted on the county’s website.
